Nigerian Elites are Cannibalising the Poor. It is time for Business Unusual

Typically, Nigeria’s fiscal position improves when oil prices rise. This economic phenomenon is called the ‘oil boom’ effect. The recent increase in crude oil prices (33% between January and March 2022) triggered by the war in Ukraine should ordinarily be beneficial to Nigeria’s fiscal position. However, in contrast to past periods of oil boom, two factors are eating up the opportunities presented by high oil prices.

The first factor is falling oil production. Oil production has consistently fallen below Nigeria’s Organisation of the Petroleum Exporting Countries (OPEC) quota (1.8 million bpd). As of May this year, oil production stood at 1.5 million barrels per day (bpd) – the lowest in 15 years – stemming mainly from oil theft and production inefficiencies. The second factor is petrol subsidy payments. In 2020, the cost of petrol subsidy stood at US$0.3 billion. In 2021, it had risen to US$4.5 billion. In this year’s amended budget, petrol subsidy is estimated to cost Nigeria US$9 billion – higher than the combined budget allocation for education, health and social protection.

Whereas households in the bottom 40% of the income distribution account for less than 3% of all gasoline purchases in Nigeria, three-quarters of all gasoline sold in Nigeria is consumed by private firms, public transportation services, and government agencies and a substantial share is smuggled out of Nigeria for resale in neighbouring countries. Somewhat, the government is subsidising illegal trade (smuggling) while also preventing the formation of a legitimate market for cross-border petrol transportation and sale.

To keep it short, perhaps, the best way to understand the politics of petrol subsidy is to borrow insights from President Muhammadu Buhari who in 2015 described petrol subsidy as fraudulent payments. His position that petrol subsidy is a brainchild of political corruption cannot be truer because the benefits overwhelmingly accrue to wealthier households, and a large share is captured by smugglers and black marketeers. Under the subsidy regime, we are unconscionably sacrificing opportunities for critical investments in physical and human capital to fund some unholy appetites of the elites.

Where are the poor and vulnerable groups in all these? Where are their interests? Are they forgotten? They simply do not matter? For every US$1 billion paid to subsidy marketeers or oil smugglers, there are prohibitive opportunity costs. While petrol subsidy unforgivably constitutes unsustainable fiscal burdens on the federation, it disproportionately affects the poor and vulnerable groups. One specific way this happens is through inflationary pressures.

Before the war in Ukraine, higher inflation pushed an estimated 8 million more Nigerians into poverty between 2020 and 2021. In 2021, inflation averaged 17 percent, undermining Nigeria’s economic recovery by eroding the purchasing power of the most vulnerable households. The World Bank projects that the added inflationary pressure emanating from the war in Ukraine could push as many as one million more Nigerians into poverty, on top of the six million already projected before the war. Overall, the “inflation shock” is estimated to result in about 15 million more Nigerians living in poverty between 2020 and 2022.

Perhaps, the most frightening implication of petrol subsidy on public finance is the precarious fiscal position of subnational levels of government. This is because most states rely heavily on Federation Account to meet their obligation. As such, diminished revenue inflows to the Federation Account distort revenue integrity and jeopardise fiscal sustainability. For example, in Bayelsa State, Federal transfers account for 91 percent of revenues, and declining transfers caused a 22-percent drop in Bayelsa’s revenues per capita in 2021.

According to the World Bank, Nigeria’s fiscal deficit in 2022 is expected to grow to 5.8 percent of GDP, up from an earlier projection of 5.3 percent. Already, the results are trickling in with NNPC’s zero remittance to Federation Accounts for months going now – a situation that may lead to state governments’ inability to pay salaries and administrative expenses. Inevitably, this will lead to more borrowing.

We fear that the unholy appetites of the elites (petrol subsidy and its consequences) are fueling citizens’ distrust, cynicism and social grievances. Left unresolved for a longer time, they could crystallise into violent demonstrations and political instability. From catastrophic security experiences to tertiary institutions being closed down due to perennial industrial disputes, mass protests will be a dangerous path for Nigeria. In this likely event (may it not happen), the poor and vulnerable will be balkanised and further cannibalised – they are always at the receiving end!

For macroeconomic survival and stability to return, Nigeria needs the consensus of the elites on the future of petrol subsidies. As everyone already knows, petrol subsidy is regressive, opaque, costly, inefficient, unsustainable, harmful, and unfair. It has to go and the proceeds reinvested in critical sectors that would spur growth in a pro-poor manner. It is true that many Nigerians do not support removing the petrol subsidy. This is simply because they do not trust the government to use any fiscal savings for pro-poor causes. While petrol subsidy removal will remain politically sensitive, it is disproportionately benefitting the elites who need no subsidy. It has to go!

We must admit, however, that the poor and vulnerable groups would need to endure temporary hardships if petrol subsidy must give way to a long-term reform agenda. Since the buck stops on President Buhari, he must, therefore, summon the will to lead the conversation; overcome all constraints and generate the trust needed to pursue politically sensitive and hard reforms. Fundamentally, this does not require business-as-usual gloves.

The mix of politics and policy that will play out must be “business unusual”. The recalcitrant insistence and politicisation of subsidy removal arguments is a way the elites cannibalise the poor and vulnerable groups. By any means necessary, petrol subsidy has to give way. It is economic cannibalism!

Decades of corruption have held Nigeria back — it’s time for change

Nigeria has had a checkered political and economic history Like many other African countries, it won its independence in 1960, and went on to install a parliamentary democracy akin to Britain’s. This era, known as the first republic, lasted from 1960 to 1966 and was marked by ethnic tensions, poor governance and corruption.

Plotters used corruption as a reason to justify military coups in 1966 and 1967, whose aftermath threw the country into a civil war. Both the coups and the war paved way for almost three decades of military rule, interrupted only briefly from 1979 to 1983 when General Olusegun Obasanjo returned the country to civilian rule. Shortly after, the 1983 coup of General Muhammadu Buhari ensured that the military stayed in control of political power until 1999, when democracy returned to Nigeria.

The years of military rule were politically and economically disastrous for Nigeria. Corruption, already swelling under the early politicians, became entrenched under military rule, and a class of anti-intellectual politicians came into being. The impression is that military era squandered every amount of fiscal responsibility left by the British colonialists at the wake of independence in 1960.

One of the widely referenced international scale on the “purity” of countries is the yearly corruption perception index (CPI) published by Transparency International. Over a 18-year record, Nigeria hasn’t performed well. From this, it would be either self-serving or narcissistic to deny the claim by the former Prime minister of United Kingdom, David Cameron that: Nigeria is fantastically corrupt. Though harsh, the evidence is consistent that Nigeria is convincingly corrupt. So, who will bell the cat?

By the 2017 estimations of the United Nations Office on Drugs and Crime (UNDOC): after the high cost of living and unemployment, Nigerians consider corruption to be the third most important problem facing their country, well ahead of the state of the country’s infrastructure and health service. As Dr Ngozi Okonjo-Iweala showed in her recent work, billions of dollars have gone missing under several administrations since as far back as 1978. What an iniquitous record of corruption!

Does corruption impede development?

Not only in developing nations, the extent to which corrupt practices affect markets and governments is difficult to ascertain. Nonetheless, the consequences of corrupt practices cannot be overemphasised. Corruption skews public investment away from service delivery and social amenities toward “lucrative areas” such as gigantic construction projects — dams, road construction, etc. It is an open secret that perceptions of rampant corruption contribute to public disillusionment and undermine both the legitimacy and effectiveness of governments. Corruption further degrades democratic values of accountability, justice and fairness.

A new report by the World Poverty Clock shows Nigeria as the capital of extreme poverty in the world. The failure to lift citizens out of poverty is an indictment on successive Nigerian governments which have mismanaged the country’s vast oil riches through incompetence and corruption. The 86.9 million Nigerians now living in extreme poverty represent nearly 50% of the entire population. In a related development, Nigeria also doubles as the country with the highest number of out-of-school children in the world — a ticking time bomb waiting to explode.

It is outrageous that Nigeria, a member of the Organisation of Petroleum Exporting Countries (OPEC), the fifteenth-largest oil producer in 2016, with the world’s eleventh-largest oil reserves and the ninth-largest natural gas reserves, is one of the most difficult places to support shared prosperity.

Will Nigeria survive the corruption hurricane?

Nigeria’s natural resource wealth has not delivered the dividends of democracy because key institutions remain weak or non-existent. It is believed that kleptocratic politicians are hell-bent on exploiting institutional vacuums.

Drawing from abundance of diagnostics, for Nigeria to fight corruption successfully, concerted efforts must be made to build institutions, systems and processes that enhance transparency and make corrupt practices more difficult in the first place. It must block revenue leakages while adopting appropriate budget processes and mechanisms that permit transparency and inclusiveness. Political will must be seen and mobilized against pervasive corruption and lawlessness before the country slips permanently into irreversible coma or anarchy. The task of cleaning up the stench of corruption in Nigeria is monumental, not unlike the challenge of Hercules cleaning the Augean stables.

Due to size and economic importance, Nigeria matters, not just for West Africa or even Africa, but the world. This is why good political and economic governance is essential and why the world must lend its support to ensure that Nigeria moves onto the right development path. Domestically, Nigeria must pursue its unfinished economic reforms and, thereafter, commit to investments in critical infrastructure and human capital development. There must also be investor-friendly policies that will attract foreign direct investment, add value to primary products for export and drive economic diversification. These and many others are prerequisites for sustained growth and economic development.

To successfully overcome corruption in Nigeria and Africa at large, it requires the careful, determined, civic-minded and collective action of many members of the community.

IS DATA INDEED THE NEW OIL?

I am not very certain that, Clive Humby, when he boldly declared in 2006 that “Data is the new oil” fully grasped the extent to which this statement will become true a decade down the line. Let us take a look at some of the parallels between oil and data:

  •       Both are raw forms of abundantly available resources
  •       Both can be drilled, extracted, refined, stored, transported and commodified
  •       Both have to be refined to be valuable; in fact, the more refined, the more the value
  •       Both have immense controlling power on the economy

In fact, a lot of people have come to the conclusion that data is to the 21st century what oil was to the 18th century. Consider the fact that recently, Alphabet (Google’s parent company), Amazon, Apple, Facebook, and Microsoft have been listed as the five most lucrative companies in the world. We know that what makes them so lucrative are the services they provide. True – but the main question is: “what services and to whom are these services rendered and at what cost?”. Let me try to help with that – these companies by providing various platforms for people to purchase goods without actually visiting a store, meet people without actually leaving the comfort of our homes, cloud storage that does not require bulky hardware etc. collect, on a daily basis, basic data about where people live, how they think, what they like, what they do etc. So basically, they provide access and collect tons of data from us in return. Then, if you consider that this is data that most governments do not even have and people largely give these out without much prodding, then, it should really give you something to think about. If I am willing to provide strangers with so much data/information about myself, why then should I not become data literate? Why should I not be interested in knowing/learning how these data can be used, by whom and for what purposes and how it can affect me? On a much more general level, why should I not be interested in data that can have a direct impact on my life, whether positive or negative?

Despite having worked at Connected Development for some time, during some conversations, I used to still get stuck at some point, trying to explain how CODE is connected to the data literacy movement. All that has been demystified for me after attending the one week School of Data summer camp (an annual event for individuals and members of the SCODA network to come together and share insights on their current work and open up channels for collaboration) in Tanzania from 23rd to 30th September 2017.

Now, I understand that the most part of the work we do is connected to data literacy; when we teach people in rural communities what financial data is important, how they can access such data, refine it, use it, shape it into newsworthy stories and in the long run, use their interaction with the entire system and processes to ensure their communities are the better for it. Afterall, if people are willing to give total strangers personal data about themselves on Facebook, Instagram, Twitter and all other social networks, that can be used to put together information about them, why should they not be interested in knowing how much of their commonwealth their governments have decided to spend on healthcare, education, and provision of other social infrastructure and amenities such as potable water, understand how these funds are being spent and follow the money trail. This is what we call Follow The Money and this is why it is important that every citizen, regardless of where they live needs to follow the money.

In addition, it was also an opportunity to share what we do at CODE, especially with respect to Follow The Money and how other organizations, individuals, and countries can benefit from this model.

Needless to say that from this, we have people in Haiti, Tanzania, Malawi who are interested in following the money in their countries.

Explaining why and how Follow The Money is a data literacy initiative

Data is abundant around us, data is no longer texts and numbers – data is words, videos, audio, facts, figures. Data is anything that can be used to provide insight on a matter or person or place or situation and since we live in the age of information where these insights can easily be transferred or sold and Data is the currency through which these transactions occur, it is safe then to agree that Data is indeed the new oil. if this is the case, it is time everyone learned how to access, refine and use these data. More important however is the fact that the more people become data literate and use available data, the more evidence there will be for advocating for more data to be open and for data to be more open!

Essentialism of Community in Transparency and Accountability in Nigeria

Today is exactly nine months since we have been experimenting the iFollowTheMoney community and this is a perfect time to write about this community;  what led the Follow the Money Team to the community, why the need for it and what exactly is the future we see to have invested in such a platform.

What is a Community?

Merriam Webster defined community as an interacting population of various kinds of individuals (such as species) in a common location.

With the definition, there are some key elements of a community which are “interacting population” and “in a common place”.

As such, we cannot have an interacting population without a common place.

While reading Babajide Durosaye post on medium about community, I cannot but agree with his definition of a community which he defines as “Communities are networks with shared ideals or demographics, people concentrate on building valuable relationships rather than using each other”.

At Follow the Money, we have community champions in various states and communities in the country and outside of it, we cannot afford to have the kind of community which Babajide defined. Hence, there is a need for us to improvise and find a better way to bring people together in a common place (ifollowthemoney).

 

The Journey to Follow the Money Community

In the past, Follow the Money Community Reporters (as they are fondly called then) uses WhatsApp as a common place to interact, the WhatsApp group has grown to the point that we had to group them according to geopolitical zones in Nigeria.

We had six groups on WhatsApp and sometimes while waking up (even though I am always on the group at midnight communicating with the night owls amongst the Community Reporters) the user’s end up meeting more than 100 messages on the group which eventually led to us having to losing some of our community reporters. Hence, the need for a better community (common place) to bring people together to interact.

At a point, due to the staff strength of Connected Development as we have only two persons managing the 6 WhatsApp groups, the users and also the social media accounts, so we started missing out relevant contents coming from the community champions on the WhatsApp.

Also, on boarding new users on the platform (WhatsApp) started becoming a problem as we keep on repeating the same on boarding message over and over again.

 

Was That The Only Reason Why we Have to Switch to Have a Universal Community?

NO, we have a big vision of expanding across Africa as we started receiving an overwhelming request for expansion and we also plan on making Follow the Money a household name by having a movement in all the states in Nigeria while having community champions in all 774 local governments in Nigeria.

Also, we need to have a knowledge sharing platform where anyone who is interested in our work could learn from, connect and collaborate on Follow the Money activities while taking some factors into cognizance – like, where we can have people learning from one other, a platform where we can have a community (movement kind of thing). A place we can have people with a shared interest (Transparency and Accountability in Government in Africa and beyond) and a place people can be motivated to act by learning from the actions of others.

We are more aware that it was because people are not asking questions from our political office holders on how our collective monies have been spent, and that was why we keep on having same corruption narratives.

Alas, we had seen in the past and present when people in government reacted to our request knowing we follow the money (no one wants to be labeled someone who embezzled community project money).

 

Is That All?

With close to a thousand members,  the community is gradually translating into the largest movement of community champions working on transparency and accountability in their various community., These inspiring members are the intermediaries that are taking the Follow The Money work to local communities, mobilizing them, to engage their various government on basic infrastructure issues.

Do we Have a Requirement for Community Champions?

I still do not know how to answer this question but the most important thing is, a Follow the Money Community Champion is a fire starter. He is someone who thinks something must be done about the gross corruption in governance and he is ready to make an impact in his community by Following The Money. Thus enabling the community to have access to good governance,  improved infrastructures and in the proper sense, an empowered community who can speak for themselves and ask government questions about how their monies are spent.

Just as my friend, Babajide Durosaye (never met or know him o) categorized the community ecosystem in his article, I understand that there are movers of a community and such structure is also expected of a Transparent and Accountability community like ifollowthemoney, but for now – the conversation is just getting started and we hope to grow the community to that level someday soon.

Want to Follow The Money? You can start your own Chapter

In global development governance and the development sector more specifically, the question of sustainability has always recurred. Ideally, if a sustainable structure is put in place, projects and programs will still continue to run, long after the initial efforts are not there anymore. In our work through which we use a knowledge-based scientific process to visualize, track and monitor funds spent for development in rural communities by the government and other development partners and ensure such funds are spent for the reason they are budgeted for, we have always thought of sustainability. One of the ways to achieve this is by letting communities own Follow The Money (FTM) process. It was based on this that we have started identifying community activists, who have been working on FTM activities four years ago.with young people, which reside in rural communities and tracks the funds themselves while we provide technical assistance.

As part of our sustainability plan, we initiated the ifollowthemoney.org, a platform that already hosts over 500 people. Furthermore, we developed the idea of creating chapters. A Follow The Money chapter can be made up of individuals, an already existing association, or a non-government organization that carries out Follow The Money activities. We are officially piloting with 4 chapters in Nigeria, which will be led by Ali Isa in Kano State; Muazu Modu in Yobe State; Erdoo Anongo of Kwasi Foundation in Benue State; and these leads, having been completely empowered to follow the money themselves, will lead in following the money in their states, mobilize more community members in the process while the core team in Abuja provides technical support. They are responsible to formalize their chapters for better governance which includes having four principal officers like the lead, a treasurer, community outreach officer, public relations officer

Starting with these pilot chapters, the core team organized an internal 2-day training for these State Chapter Leads from 29th to 30th of June, 2017 at the Ventures Platform in Abuja. The training started by reiterating and broadening some of the things they already know and work with, from Getting Data of Money to Follow, Leveraging and Drafting of Freedom of Information requests, Mapping of Stakeholders (Government Agencies, Media House, Other NGOs), Drafting Short Write-ups on Campaigns, Organizing Community Outreaches/Preparing Questionnaires, Organizing Town Hall Meetings, as well as new trainings on Mobile Journalism, Hostile Environment Reportage, Preparing Budget and Financial Reporting, Making Use of Social Media for Engagement, ifollowthemoney Platform, Management, Theory of Change, Deliverables for Local Chapters etc. These sessions were facilitated by relevant CODE personnel.

 

In the meantime, we want to support more chapters, and not to forget that there are already intending chapters in Gambia, Kenya, Mozambique and Togo. Yes, we say they are intending as for CODE to support an intending chapter, or to recognize it as a chapter, there must be a leader, and the lead must have independently carried out Follow The Money activities within one year, with the assistance of the core team. Anyone can Follow The Money using our methodologies, we only provide guidance to the use of Follow The Money activities, with the hope that the vision of making everyone in every community in Africa to be empowered to engage their various government on funds meant for them. The Reprehensible State of Healthcare Provision in Nigeria and World Bank’s USD$55.5 billion to the Federal Government

Healthcare promotion is critical in building human capabilities and realizing economic development. The United Nations emphasizes that poor health status can negatively affect a person’s ability to learn at school and the level of productivity. Life expectancy in Nigeria as at 2016 is currently at 54 years, placing the country on 177th position out of 183 countries. This showcases that Nigeria is currently having deep challenges in the health sector. The Nigerian healthcare has continuously faced challenges such as the shortage of doctors, as a result of brain drain. In addition, Nigerians are also amongst the most traveled in the world for medical tourism because of lack of extensive medical equipment, and lack of medical practitioners for grave health issues.

The set of Nigerians mostly affected by the poor healthcare provision in the country are rural community members whose only option is the dilapidated Primary Healthcare Centres (PHC) across the country. In our experience in assessing capital funds implementation in PHCs in rural communities, we observed that most of them lack water supply, electricity, security, functioning toilets, functioning wards, shortage of drugs & human resource, as well as non-availability of medical doctors.

Statistics such as this explains why under 5 mortality rate in Nigeria is at 90/1,000 births as at 2013. And why according to the United Nations Children Emergency Fund, every single day, Nigeria loses approximately 145 women of child bearing age and 2,300 under-five year old. This makes the country the second largest contributor to the maternal mortality and under–five rate in the world. Similarly, malnutrition has been considered at the underlying cause of mortality of a large proportion of children under-5 in the country. At the same time, a woman’s chance of dying from pregnancy and childbirth in Nigeria is 1 in 13 from predominantly preventable causes.

Following this cheerless trend and as a counter measure, the World Bank alongside the Federal Government of Nigeria initiated the Saving One Million Lives Initiative Program-for-Results (PforR) Project for Nigeria. The project is for improvements in reproductive, child health, and nutrition outcome, through the provision of vaccines for children, training of skilled birth attendants etc. Through the project, in 2016, the World Bank announced the provision of USD$55.5 million (NGN 17.4 billion) to the Federal Government. The Federal Government would then distribute the fund at USD$1.5 million (NGN 471 million) to each of the states and the Federal Capital Territory (FCT).

On receiving this news, the Follow The Money Team of CODE immediately started tracking the employment of the fund across PHCs in Akwa Ibom, Enugu, Kano, Kogi, Osun and Yobe States. We wrote to the concerned governmental agencies and persons (Governors and Commissioners of Health) in these states for their costed work plan for the fund’s implementation, whose provision was a proviso to be eligible for the fund. We observed several ambiguities, kerfuffle, secrecy and anomalous reports on the receipt of the funds, with many of the states saying that they haven’t gotten the fund. States such as all the aforementioned except Yobe also could not provide us with their costed work plan for efficient tracking of the fund.

Just 3 days ago, while the President went to Kuchingoro, Abuja to commission a PHC, he announced that the USD$1.5 million has been released to all the states and the FCT. We receive this with happiness as it has solved the information crisis over the fund release and would reinforce our campaign for the states to give us the costed work plan to ensure transparency and accountability in the usage of the fund.

Following this development, we call on the governors and concerned institutions of Akwa Ibom, Enugu, Kano, Kogi and Osun States to provide us with their costed work plan. We also call for transparency and accountability in the implementation of this fund.

My Internship At CODE has unfortunately come to an end by Nkem

Before I could realize it, my three months internship at Connected Development has unfortunately come to an end.

After three months of exciting and unforgettable time at CODE, I can say it has been an awesome experience. I would like to take a moment to remember and cherish our times together. It has been great interacting and knowing each and every one of you. I appreciate having the opportunity to work with you all. During my stay at CODE, my associates gave me support and through their encouragement and guidance, I have been able to excel at the tasks I was assigned to.

The atmosphere there was awesome, peaceful, with good hearted and thoughtful people around. For an introvert like me, CODE presents a culture shock, almost everyone is an extrovert. I got acquainted with people who have devoted their lives for the betterment of the society; with no self-gain or greedy motive behind it. They chose social work as their profession because they wanted to do it, not for gaining publicity or making money but for the satisfaction of joy of giving.

nkem-w-hamyI’m part of the data mining team for Follow The Money. As a coordinator, I enter money figures of capital projects meant for rural communities in the area of health, education and environment into the bulleta word we use in our innovative virtual newsroom. Looking for these figures and filling them into the bullet wasn’t an easy task but once I got into the routine, I started to enjoy every minute of it.

I’ve had a brilliant time at CODE and honestly it’s a shame it had to end. I will greatly miss the team.

I want to use this opportunity to Thank  Hamzy! For his full support. I’m so thankful that you are my boss. You are not just a leader to me but an inspiration. Your hard work has been my inspiration since i joined CODE. Working for you is a pleasure, an experience that i will truly treasure. Thank you.

Growing Insecurity In The State by Titus Tukurah

Background

The mortality rate (Death Rate) is very high to the extent that the population of the country is decreasing. People lost their lives and properties, some were displaced (IDPs), others are refugee while others are been malnourished yet the government takes no action. People are dying due to lack of food in the country especially in the north eastern part of the country.

The country is lacking Potential Security which will definitely lead to the breakdown of the country economic. We need adequate and equipped security in the country which will lead to the success of the nation. Insurgency is all over the places, herdsmen have rampage everywhere yet the government take no action.

Problem:
Notwithstanding the sacrifice of the ill-equipped members of the armed forces the Boko Haram sect appears to have gained upper hand in the war on terror. Large towns like Bama, Gwoza, Mubi and Michika and hundreds of villages have been captured by the terrorists. Hundreds of thousands of people have been displaced while not less than 13,000 have been killed by the criminal gang. Not less than 16 local governments in Borno, Yobe and Adamawa States have been annexed while the combined landmass of the occupied areas is said to be 21,545 square kilometers of territory.

Solution:
Apparently, peoples are raising good points but I still see those solution as something we must all come together to achieve irrespective of tribe, party and affiliation etc.
Northerners has to go back to drawing board and sort out so many issues. Many Yorubas and Igbos and other tribes engage themselves in one handwork or the other in other to make ends meet that if their parents are not buoyant enough to send them to school.
But, up North, the reverse is the case. A gate man that makes 10k in one month ends up having four wives with minimum of 20 children with of them as Almajiris. I still believe that this boko boys are product of Almajiri. North should find a way to abolish that system.North should find a way to abolish that system but course their political class use their acclaimed for their political purposes. Now the population of untrained children with no home training and lack of respect for elders has ended up hurting and hunting the North.

Way forward:
As far as the ongoing war against Boko Haram is concerned, there is no other news that could be cheering news to Nigerians and the international community as the release of the more than 200 schoolgirls, who were abducted from their dormitory in Chibok, Borno State, in April last upper year. Having waited for more than sixteen months, the world seems to have grown impatient, as everyone appears to be waiting with baited breath to receive the news about the girls’ return from the ‘Valley of the shadow of death.’ Even if the military and allied forces spring a surprise, experts believe that there is still a high hurdle to scale before Nigeria and its neighbours can be rid of terrorism.

Goodwill Message at the National SDGs Stakeholders’ Retreat Presented on Behalf of the Civil Society Community by – Hamzat Lawal, Chief Executive, Connected Development [CODE]

On behalf of the participating CSOs at this very important retreat, we wish to acknowledge and respectfully appreciate the invitation of the CSOs to be part of this very important retreat on SDGs as it is coming at a no better time than now in line with the spirit of goal 17 on “Partnerships” and in the inclusivity of “Leave No One behind”.

Your Excellences, the Civil Society in Nigeria had been active players in the formulation and designing of the SDGs right from Rio +20 to the Open Working Groups (OWG) and have held key positions why playing very important and sensitive roles all through the negotiations leading to the adoption and signing of the SDGs.

Just as this promising African nation called Nigeria is clothed in rich historical apparel, signifying the process through which it evolved its democratic experience, the stellar role played by civil society in guiding both the needle and the fabric cannot be overemphasized.

The Third Sector, as some would like to call the Civil Society, is a potent molding tool with which Nigeria nurtures its conscience at every given moment.

As a testimony to the central role played by this sector in birthing a new Nigeria, it is instructive to note that some of our present leaders like Mrs. Amina. J. Mohammed, (Minister of Environment and former SA to the President on the MDGs) and Dr. Kayode Fayemi, (former Governor of Ekiti State, and present Minister of Mines and Solid Minerals), are products of the country’s vibrant civil society community.

At the dawn of the twenty first century, our dear country was privileged to receive the cooperation it needed in the implementation of the Millennium Development Goals (MDGs). While we met few, we backslide on some and many were unmet.  However, the lessons learnt are useful as we set out our implementation of the SDGs.

Therefore, as a sector we are convinced that today, and specifically, this distinguished forum, presents a great opportunity for the CSO community to candidly communicate our expectations, share our experience and hear fromgovernment and other critical stakeholders, on how we can jointly lay out the needed robust implementation plan forattaining the Sustainable Development Goals (SDGs) in Nigeria.

As we all know, following the progress made under the MDGs which drove global development efforts from 2000 to 2015, the world determined that the SDGs for the period 2016 to 2030 would continue to fight against extreme poverty,achieve gender equality and empower all women and girlswould add the challenges of ensuring more equitable development and environment sustainability.

Hence, we must emphasize the need for Nigeria to follow the global trend by upscaling its capacity and sharpening its strategies for international best practices and norms. This basically means that we deploy lessons learnt from the MDGs for the implementation of the SDGs. But more importantly, it recommends a new paradigm shift in the partnership between CSOs, private sector and the government.

Civil society plays a fundamental role at the national and sub-national domestication and implementation of all international protocols and conventions. The trainings, outreaches, data mining, and various interventions of the civil society have helped immensely in ensuring that both national and international agendas are brought closer to the ordinary Nigerians. And in this way, we as a sector along with our stakeholders, the international community and our development partners are able to monitor the impacts of our interventions.

With the SDGs, there is a new, exciting challenge before us all. With our capacity as a sector and using our networks of citizens and citizen organizations, we have started popularizing the SDGs, 17 goals and 169 targets. And, of course, it is our duty to reticulate their impacts. It is also collective responsibility as participants at this forum to ensure that transparency and accountability remain the key words for all SDGs actors, the more reason why we ‘Follow TheMoney’.

The Nigerian civil society has already made some remarkable achievements right from the process of designing the SDGs. For instance, we were part of several consultations that led to the development of the SDGs from 2012 to 2015. We consulted with citizens all over the world through the ‘’my world survey’’ and brought citizens voices to bear on the design and negotiations that led to the development and adoption of the SGDs. We were well represented as active stakeholder’s at all high level events and intergovernmental processes including leading the African Women Major Groups at the UN processes and at the African Regional Consultative Meeting on the SDGs. It might also interest you to know that one of the outcomes of that forum, which was to vigorously utilize data collection, is already being implemented in Nigeria.

We were present as a sector in September 2015 in New York when world leaders including our President Muhammadu Buhari made history by adopting the 2030 agenda. The SDGs, it was agreed, presents a “key window of opportunity to improve the existing, haphazard approach to data collection and reporting”. It was also decided that civil society, private sector and citizens should collaborate with the government to evolve better strategies for strengthening statistical systems that can measure and incentivize progress across the goals.

We are glad to announce to you that Nigerian CSOs are already implementing this strategy in conjunction with the government, as agreed by the international community (Women Environmental Programme in conjunction with the National Bureau of Statistics just finished the first phase of their data collectors training for Nigerian youths).

However, we strongly believe that there are many more things to do for effective implementation of the SDGs, and many other strategies to adopt in order to ensure Nigeria performs better than it did under the MDGs.

Excellences,

Firstly, the government needs to exhibit more willingness to cross the line from average to perfection by creating the enabling environment for optimal multi-stakeholder participation in the framing, development and implementation of national, state and local government plans of action on the attainment of the SDGs. We anticipate a domestication of the SDGs within our national and states development plan.

We recommend seamless coordination between local, states and the federal government; and also between the Ministries, Departments and Agencies (MDAs) including synergies with the private sector and civil society sector which of course includes the media and the academia.

Secondly, we recommend a planned upgrade of institutional capacity in order to ensure service delivery and effective project implementation.

Thirdly, a coherent national data management system would be effective in mainstreaming the efforts and interventions of civil society, private sector and development partners while enabling all actors within the development space to carry out their task unencumbered. Strategically, capacity building on the Open Data concept targeted at those who will be implementing the SDGs is a major first step in realizing that at the review and progress of the implementation of the SDGs can only be measured through presentation of data.

We are confident that if collectively we remain positive, focused and determined, our country can achieve the SDGs goals before 2030 and other developmental aspirations we have.

On behalf of the CSOs, I urge our government to see us as allies and partners to achieving the Nigeria we want, with the SDGs, particularly around data at the grassroots to inform policy and decision making, leveraging on innovative technologies.

My Journey Towards Greatness In CODE by Nkem Iroala

My father was sent on a diplomatic mission to South Africa, which availed me the opportunity to travel to SA, but I kept in touch with my home country. While abroad, I studied Bcom Financial Management at Varsity College South Africa. I have always wanted to gain my first work experience in my beloved country.

I was having a concise discussion with my sister about doing something that will keep me busy, and empower me positively when I return to Nigeria before I go for my National Youth Service. She then told me about CODE, and I was immediately drawn to the idea of working for CODE as I got more knowledge on the amazing work that they do. She immediately put a call through Hamzat Lawal who is the CEO of Connected Development and told him that I was interested in doing my summer internship with his organization, he replied by telling her I should send him my CV and Cover Letter. A week later when I returned to Nigeria, I sent my CV and cover letter to Hamzat, who replied with an appointment on Monday by 11am. I felt excited, so I went through the organization website and did some reading to get to know more about CODE before going for the interview. After going through the website, I felt prompt and ready for the interview.

The day of the interview finally came, I was excited but nervous as well because I didn’t know what to expect. While approaching the office, I met Rita, CODEs Administrative officer at the door way, I introduced myself to her and the first thing she said to me was “you are 15minutes late”. That made me more nervous but I had to put myself together, after which I apologized for coming late. She then took me into the office and as I came in I greeted everyone. I went to the conference table where I was introduced to the interviewer by the name of Dotun Babayemi who is the Monitoring and Evaluation Expert for CODE. While seated on the hot sit, Dotun noticed I was sweating a bit and decided to go put on the air condition for me, which I thought was really nice of him. He asked me what I knew about CODE and I told him everything. He made the interview more relaxing as we laughed about some comments he made. The interview finally came to an end and we said our goodbyes.

20151225_095514On my way home I felt I didn’t do quite well at the interview so I was really concerned that they wouldn’t employ me. I called my sister and told her about the interview and how I think I messed up but she told me to calm down and not overthink things.

A day after the interview, I kept checking my mail to see if I got a mail from CODE. And on a Sunday afternoon, I finally got the mail I have been waiting for, which notified me that my application was successful and that I should resume work on Tuesday, July 12 by 8am. I was excited that I will be leaving the house every day, no more days of lazing around the house, time to be productive. Although I wasn’t too happy that I have to resume by 8am but such is life, so I had to accept it, and looking back now, I have come to realize that pushing yourself is more rewarding than staying in your comfort zone.

July 12 came and I went to work. I met with the team, and I must say they are really friendly and welcomed me warmly. I didn’t really do much work on my first day, but the second day till now has been work, work and work.

I partook at the launch of CODEs Virtual newsroom. The product from the Virtual newsroom is set to engage and empower marginalized people in rural areas to enhance their livelihoods. I was the note taker for the meeting. For me it wasn’t just all about taking down notes but to gain an in-depth understanding of Follow The Money campaign and this new initiative.

Some of the responsibilities I have been allocated to are: writing down minutes of most meetings and sharing them amongst the team members, final auditing of CODE’S financial report before been sent to one of our donor – HBF, and partaking in the WhatsApp hangout with CODES community reporters, where I engaged with the reporters and answered some of their questions.

I was opportuned to follow the CEO himself Mr Hamzat to TVC Nigeria for a live stream to give an update about Follow the Money and #SaveShikira campaign. On our way I asked him “so am just going to take pictures right, while you do the talking”? And he said “No Nkem, it’s not all about taking pictures, it’s for you to gain experience and interact with people”. I took it in and when we went to TVC office, I interacted with their staffs, which was a good experience for me.

I represented CODE at the Public Consultative Forum with Civil Society Organization and the Organized Private Sector on the 2017-2019 Medium Term Fiscal Framework that was hosted by the Honorable Minister of Budget and National Planning, Sen. Udoma Udo Udoma. The conference was very interesting and gave me the opportunity to learn many issues and insights in regards to the budget. It was an enriching experience for me.

CODE held a press conference on the 26th of July, on their work in the past as well as future projects. I attended the conference and my primary role was to write down minutes, record the entire session and transcribe it. Transcribing an audio recording into text format wasn’t an easy task at all, it was time consuming and it required patience but at the end of the day I managed to finish and it was worth it.

I have always wanted to work for an NGO that reaches out to the less privileged. I believe in giving back to the community with my time and voice, and CODE provides that platform for me to do that.  

My experience at CODE so far has been an exceptional one. I am surrounded by skilled specialist with the main mission of empowering marginalized communities. Working with young experienced minds that are eager to make an impact in our society despite the economic conditions really inspires me. The experience and exposure I have gained in my short time at CODE has been incredible. I have had the opportunity to meet diverse groups of people and be inspired by the great work that is going on.

I look forward to entering a culture that is courteous and caring. Coming into work every morning where all interactions are heartfelt and genuine. It is almost like I am in a different culture from my typical experiences in the general public. Walking into work and being surrounded by the wonderful associates of CODE makes my work day much more enjoyable. More importantly, I am looking forward to making a change and contributing to the growth of CODE by doing my work with great efficiency and bringing new ideas to the table, that would enrich the lives of people in the society.
